The company is dedicated to strengthening regional food security by developing scalable, locally adaptive production systems and investing in critical infrastructure across the entire value chain.
Aquaculture and its integrated value chains—from hatchery to processing and distribution—form the core of HCI’s expertise. Our Founder, Mohamed Razali Mohamed, and Chairman, Finnbogi Baldvinsson, bring over four decades of combined C-suite experience in the sector. Their track record includes senior leadership roles with several of the world’s largest and most influential players in global aquaculture and seafood.
Both principals also possess extensive experience in fisheries, including deep-sea fishing and processing. Individually and collectively, they have built an impressive track record in large-scale seafood processing and trading across diverse global markets. Their combined expertise spans every major seafood region worldwide.
Through its part-owned subsidiary, Gulf Aquaculture Alliance, HCI has secured exclusive management of the largest hatchery and nursery facility in the UAE and the wider Gulf region, under a 15-year lease. Razali leads operational management, driving production scale-up, while Finnbogi focuses on strategic growth, partnerships, and capital alignment to support expansion and downstream integration. Within six months of assuming operations, production has already been significantly increased, surpassing all previous benchmarks.
Through another part-owned subsidiary, ODS Seafood Trading, HCI has established a strong physical presence in Malaysia, Indonesia, Vietnam, Ghana, and Côte d’Ivoire, with core seafood imports and trading activities centralized at the iconic Dubai Waterfront Seafood Market.

Farms across Oman, Bahrain, and Saudi Arabia are now responding to the availability of reliable volumes of local marine fish fry at viable commercial rates—marking a significant inflection point for the regional aquaculture industry.

Through Gulf Aquaculture Alliance, HCI is establishing long-term supply agreements, off-take arrangements, and technical collaboration programs that support the transition toward sustainable local production.
As production scales, the opportunity extends beyond hatchery output into downstream value creation—including Growout, processing, branding, traceability, and distribution—as well as advancements in breeding, species resilience, and disease management. Each of these areas represents a significant growth vector within a rapidly evolving food production ecosystem. HCI focuses on building integrated, resilient systems that align with long-term regional food security priorities while unlocking substantial commercial value.
